In 1992, Thomas G. Duffy established a civil, structural and traffic engineering consultancy and road safety auditing company based in Ireland. Following its establishment in 1992, DCE became one of the most successful multi-disciplinary engineering companies in Ireland specializing in niche markets such as Timber Frame Structural Engineering and Traffic Engineering Design Services. DCE’s continued success allowed the company to grow and in 2008 DCE’s first overseas office was established in Abu Dhabi, UAE. Following its success, a second overseas office was established in Doha, Qatar in 2011.

DCE designs, details, specifies and compiles contract documentation and provides site supervision services for a wide range of civil engineering elements including roads and other paved surfaces, foul sewers, surface water drains, SUDS attenuation devices, storage tanks, pumping chambers and retaining walls. As part of a SUDS approach, DCE specialises in Permeable Paving Design. DCE also undertakes flood risk assessments for commercial and residential sites.
DCE has its own topographical survey and setting out capability comprising skilled land surveyors, electronic distance measuring equipment and powerful computer software. Three-dimensional modelling of sites, using Autodesk Civil 3-D, assists architects to develop the project design and quantity surveyors by providing earthworks, piped service and pavement quantities.
DCE has a large team of structural engineers based in Ireland, with a wide body of experience in analysis, design, detailing and specification in reinforced concrete, structural steel, masonry and timber for commercial, retail, industrial and residential structures. Cost-effective designs are produced promptly with the aid of powerful computer software such as Master Series design suite and Sofistic finite element software. One of the key areas of specialisation by DCE over the last decade has been design of timber structures, providing a service to a sizeable portion of timber frame companies Ireland and UK (timber frame manufacturing).
As recent years have seen a marked increase in planning authority requirements for Traffic Impact Assessment and Road Safety Audits, DCE has invested heavily in training and software geared towards Transportation Impact Studies, Traffic Impact Assessments and Road Safety Audits. With an experienced staff of Traffic Engineers, DCE can perform analysis of priority, signalized, roundabout and grade-separated junctions. DCE have successfully completed numerous Traffic Impact Assessments across Ireland, Qatar and the UAE having pre-qualified with the Abu Dhabi Department of Municipal Affairs and Transport and Qatar’s Ministry of Transport and Communications to carry out such studies.
DCE can also perform concept, preliminary, detailed and pre-opening stage (Stage 1, 2, 3 & 4) feasibility Road Safety Audits. DCE have conducted Road Safety Audits at all stages for the expressway program and local roads and drainage program in Qatar.
